Basic Questions and Answers About the PAM Portal
What is the PAM Portal?
The Planning Analytical Materials (PAM) Portal is a hub for information about Prague. It provides the latest maps, texts, figures, analyses, and applications for a comprehensive understanding of the capital city.
Who is the PAM Portal intended for?
PAM users can be divided into four main groups: officials, specialists (e.g., designers), politicians, and the public. While officials and specialists are experts directly in the area covered by the PAM, politicians and the public do not specialize in specific topics but need information from the PAM for various reasons. Specialists and politicians share an active approach, seeking information for their agenda (to confirm or refute their proposal). Officials and the public tend to have a more reactive approach, using the PAM in response to a prompt, proposal, or request.
Which pages and applications are part of the PAM Portal?
The Portal is divided into five sections. The main content sections include Maps, where you can find map applications and storymaps; Texts, which offer textual content from the PAM in the form of articles; and Numbers, which aggregate statistical and related applications. Additionally, the website includes an informational section About the Portal, where you can find all necessary information about the Portal and the PAM project itself, as well as details about the phenomena covered by the PAM and contact information. The final section consists of the Downloads page, which offers the ability to download the complete, up-to-date documentation of the PAM, or parts of it, along with its past updates. You will also find informational brochures about the PAM for both professionals and the general public.
Maps
This section includes map applications and several storymaps. The main map application is the PAM Atlas, which displays the primary spatial data from the Planning Analytical Materials (PAM). A narrower set of statistical data relevant to the scale of the location is offered by the Catalogue of Localities. Another map application is the Historic Centre of Prague, which focuses on detailed data for the Prague Heritage Reservation area. The final map application is the Viewpoints, which is used to monitor and verify construction changes in views of the city.
Storymaps, or maps with a story, are pages that present sets of information or analysis results in an interactive manner using maps, text, images, or videos. Among the storymaps featured in the Maps section on the PAM Portal are The Diverse Prague, which focuses on the urban diversity of Prague, urban structures, and their perception by pedestrians, cyclists, and drivers. Another is The Industrial Prague, which presents the results of the analysis of Production Areas in Prague, and finally, the storymap Prague for One Night, which presents the findings of the Airbnb analysis in Prague. These storymaps are not a direct part of the Planning Analytical Materials, but they serve as an interactive data presentation that complements the PAM as partial background material.
PAM Atlas
The main map application of the Portal is the Atlas of the Planning Analytical Materials (PAM Atlas). The goal of the application is to clearly display the main spatial data of the PAM, particularly data related to the monitored phenomena and those that serve as a basis for decision-making in the territory. The PAM Atlas includes interactive map layers, in which it is possible to search by street or parcel, and for selected layers, additional information from the IPR databases can be obtained about the individual displayed elements. Layers can be turned on top of each other and made transparent. One component of the application is a set of layers showing the Current Land Use, which ensures continuous detailed monitoring and presentation of the physical condition of the area in terms of its structure and use. The structure of the application thematically follows the structure of the PAM books.
Catalogue of Localities
Another application that displays statistical data on territorial units is the Catalogue of Localities (KLOK). Relevant statistical data for each location unit are shown in the map interface. Each piece of data can be displayed for a specific location or for the entire city of Prague, allowing for comparisons between territorial units. It is also possible to display and compare only the locations of a selected type of urban structure. The data, which are primarily urban planning-related, can be used during the decision-making process in the territory.
Historic Centre of Prague
The application The Historic Centre of Prague, whose creation was commissioned by the resolution of the Prague City Hall No. 1692, adopted on July 12, 2021, is an informational tool for the area of the Prague Heritage Reservation, which has been a UNESCO World Heritage site No. 616 since 1992. The application provides access to a selection of information and data from the Planning Analytical Materials of the City of Prague, including archival maps, plans, views, surveys, and analyses, which are continuously updated and expanded. It is a contribution to a deeper understanding of the qualities of the unique urban landscape and structure of the capital's center. The application also includes a Catalogue of Objects, which provides clear information about the construction history of individual objects in the area, including their connection to architectural and historical surveys. The application also serves as a presentation of analytical background materials for the Territorial Study of the Prague Heritage Reservation.
Viewing Points
The Viewing Points application is used to monitor and verify construction changes in views of the city, as defined by the Planning Analytical Materials of the City of Prague (PAM). Among them, special importance is given to the views established by the Metropolitan Plan, consisting of three types: Basic Panoramas, Views of the City, and Vedutes for Protection, which are used to assess development intentions. The application includes a 3D model of buildings and terrain, allowing users to navigate through the individual monitored viewpoints, with precise depiction of the camera's location, height, field of view, etc. Additionally, photographs of the viewpoints are available for download, which can be used for overlays.
Diverse Prague
The Diverse Prague, through the storymap tool, aims to interactively and didactically introduce the public to the seemingly complex topic of urban structures. It allows people to learn what urban structure means, how many types of urban structures exist in Prague, how the capital is diverse from an urbanism perspective, and how the diversity of Prague is perceived differently by pedestrians, cyclists, and drivers. The storymap expands on and explains the themes of subsection 200.4.3 Flexibility of the City's Spatial Organization and is also available in English. It became the global winner in the 2022 ArcGIS StoryMaps Competition, winning in two categories – the main category Planning and Infrastructure and the special group Most Effective Visual Language.
Industrial Prague
The Industrial Prague storymap aims to provide the public with a comprehensive view of the current situation of production areas in Prague, their development so far, and the challenges that production areas face in the modern city. It was created in 2024 as part of the Analysis of Production Areas in Prague and further expands on the theme of subsection 300.3.3 Production. It is also available in English. A productive city should be capable of competing with a consumer city. Not only industry, but other types of production provide livelihoods and income to hundreds of thousands of people and contribute to maintaining Prague's competitiveness in Europe and the world.
Prague for One Night
The storymap Prague for One Night offers an overview of the nature of Airbnb in Prague, its transformation during the COVID-19 pandemic, and its comparison to other European cities. Airbnb is among the largest global providers of short-term private accommodation. Its global expansion has significantly impacted cities worldwide, influencing the lives of their residents. The effects of Airbnb can shift rapidly, as evidenced by the recent COVID-19 pandemic. This storymap was developed as part of the Analysis of Airbnb in Prague.
Texts
This section, presented in the form of individual "articles," covers topics from the current Planning Analytical Materials of the City of Prague. The texts are divided into 12 thematically focused books, which are further divided into chapters and subchapters. They are accompanied by images and include links from various points to other pages and applications on the PAM Portal. The topics selected for reading on the Portal feature expert, thematically focused content and do not represent a presentation of the full textual part of the PAM documentation. Book 050 – The Metropolis and Region | Broader Relations and Context
Book 050 covers the broader relationships between Prague and the region, emphasizing shared and current topics. The thematic structure of the book aligns with the structure of the entire PAM 2024 documentation, aiming to contribute to better navigation and the identification of interconnections. Due to the broad scope of the book, it is thematically linked to all the books in the documentation.
Book 100 – Landscape | Natural Conditions and the Environment
Book 100 describes and evaluates the environmental conditions of the area and their trends, the spatial organization and composition of urban nature, as well as the open landscape outside the city, including the related visual impact. It maps the permeability and other natural and landscape values, as well as physical environmental factors, and tracks the development of landscape changes and the diversification of Prague's territory in terms of natural conditions.
Book 200 – City | The Built Physical Environment
Book 200 describes the structural and spatial organization and composition of the city, including the related visual impact, the structure and height ratios of the area, public spaces, permeability, and connections within the city, as well as other urban planning values of the territory. It outlines the division into territorial units and tracks the development of changes in buildings and public spaces.
Book 300 – Land Use | Inhabitants and Their Activities
Book 300 tracks the demographic development, forecasts, and demographic and socio-economic characteristics of the city's residents and visitors. It shows the spatial distribution of the population and the density of settlement. The book also focuses on the status and history of the activities of the population in the area, especially in housing, production, leisure activities, and tourism. A significant part includes data on the current land use and analysis of the territory's use.
Book 400 – Economy and Potential | Development Opportunities of the Territory
Book 400 examines areas with potential for land recycling, unused buildings, and vacant lots, evaluating their potential for renewal. It provides an overview of basic data on the city's economic performance and labor market, monitoring the impact of the urban economy on the financial situation of residents, and comparing purchasing power and living costs. It discusses Prague's position through indicators of economic maturity and development, assessing its prospects for future positive economic growth.
Book 500 – Green Infrastructure | Sustainable Landscape System
Book 500 outlines the professional principles underlying the definition of green infrastructure (GI) and its components. Starting with a general description of GI and ecosystem services, the book transitions to specific measures aimed at improving landscape properties, particularly the territorial system of ecological stability (ÚSES) of the capital city, its definition, and its connections to the Central Bohemia Region. It characterizes the current state and identified problems.
Book 600 – Transportation Infrastructure | Flows of People and Goods
Book 600 covers the development and characteristics of the state and trends in road transport, the city's communication system, and its spatial projection. It describes freight transport, the load on the communication network, and static transport, including an analysis of parking capacities in public spaces and Park-and-Ride (P+R) facilities. It tracks the state and development of public transport (metro, trams, buses), rail transport, pedestrian and cycling systems, and air and water transport, evaluating the quality, accessibility, and needs of each system.
Book 700 – Technical Infrastructure | Flows of Media and Information
Book 700 covers the development and characteristics of the state and trends in water supply, sewage systems, surface water runoff, floods, flood protection systems, flood zones, the development and characteristics of heating, gas, electricity supply, pipelines, oil pipelines, electronic communications, collectors, waste management concepts, landfills, and waste disposal facilities. It evaluates their quality, significance, accessibility, and needs.
Book 800 – Public Amenities | Services for City Inhabitants
Book 800 presents the current state of public amenities infrastructure in Prague and assesses its characteristics, such as structure, frequency, capacity, and accessibility of services and various types of facilities, based on extensive, updated thematic databases. It focuses thematically on public amenities in the areas of commercial (administration and trade), civic (education, healthcare, social services, public administration, civil protection, culture, religious spaces, burial), and recreational amenities (recreation and sports).
Book 900 – Values and Limits | Implementation of the Public Interest
Book 900 provides a clear specification of identified values and tools for implementing the public interest within the area. The book focuses on the relationship between values and limits in relation to the public interest and the objectives of strategic documents, describing the values found in the area and informing about the tools for implementing the public interest, particularly in terms of land use restrictions, conditions for construction (PS), and building bans (SU).
Book 1000 – Plans and Intentions in the Area | Implementation of Urban Planning
Book 1000 describes how the citywide urban planning documentation is implemented in Prague, represented by the Spatial Plan of the Settlement Area of the Capital City of Prague (ÚPnSÚ). It outlines how this documentation is fulfilled, respected, modified, and how it reflects the needs of spatial development, particularly in terms of the inputs for the report on the implementation of the ÚPnSÚ. The book also discusses urban studies (ÚS) and other spatial studies, as well as regulatory plans (RP) as tools of urban planning at the district or local scale. At the scale of individual buildings, the book introduces the process of urban decision-making. Additionally, the book provides an overall summary of the identified intentions for changes in the area.
Book 1100 – Sustainable Development Analysis | Assessment of the State and Impacts in the Area
Book 1100 deals with the overall evaluation of the sustainable development analysis (RURU). The complete RURU includes a synthesis of the evaluation of the goals of strategies from Books 100–800 and 1000, conflicts between intentions and limits, and mutual conflicts of intentions. An overview of indicator data tracking the established goals is available on the PAM Portal. The evaluation of strategic goals includes an assessment of long-term development and the resulting current state, relationships, and impacts between the goals, showing their interdisciplinary links, as well as the positives and negatives arising from trends in the area. The final output of the RURU is the identification of issues to be addressed.
Numbers
This section brings together applications and pages that present statistical data in various ways. The complete set of statistical data, known as indicators and metrics, monitored in connection with the PAM is presented in the Catalogue of Indicators and Metrics. Selected metrics with values for individual municipal districts are available in the Catalogue of Municipal Districts.
One of the related applications is the Population and Public Amenities Forecast, which presents the results of the eponymous study.
What is the difference between indicators and metrics?
Metrics are all statistical data monitored by the IPR for the needs of PAM. These are measured or calculated numerical data without interpretation.
Some metrics are also indicators. These are the metrics that are used as a development indicator for a specific purpose. In particular, they are indicators linked to the goals of strategies, the fulfillment of which is evaluated through the indicators. For this purpose, a desired trend is set for the indicators, corresponding to the related strategic document. The IPR collects metric and indicator data in the Database of Indicators and Metrics (DIM) and presents it in the applications KIM (Catalogue of Indicators and Metrics) and KMEČ (Catalogue of Municipal Districts).
What is the Sustainable Development Analysis of PAM?
The Sustainable Development Analysis evaluates and synthesizes the PAM documentation. Its aim is not only to assess the state and development of the area but also to trace interrelationships and impacts, considering broader connections. The analysis is based on defining a perspective through strategic documents, which represent a societal consensus regarding the desired development of the area. The output of the analysis is the identification of issues to be addressed. The Sustainable Development Analysis is addressed in the texts of the book of the same name.
Catalogue of Indicators and Metrics
The Catalogue of Indicators and Metrics (KIM) presents a set of monitored statistical data from the Database of Indicators and Metrics (DIM), referred to as metrics, in the form of time series displayed through interactive graphs. These metrics are at the level of the entire city of Prague or have citywide significance. Indicators are linked to the metrics—these are tools that measure the achievement of goals outlined in strategic documents. The application also allows the evaluation of these indicators to be displayed. The structure of the application is thematically aligned with the structure of the PAM books.
Catalogue of Municipal Districts
The Catalogue of Municipal Districts (KMEČ), like the Catalogue of Indicators and Metrics (KIM), displays statistical data of metrics from the Database of Indicators and Metrics, but for individual municipal districts (MČ) of Prague. The data is shown by municipal district through a dashboard. Additionally, metrics can be displayed individually with values for all municipal districts, allowing for comparisons between various metrics. The data for each municipal district can be downloaded in table format. The structure of the catalogue thematically follows the structure of the books in the PAM.
Population and Public Amenities Forecast
The application presents the main results of the Population and Public Amenities Forecast, which complements and expands the PAM in the area of future needs for various types of public amenities, defined based on projected population development. It analyzes infrastructure for sectors such as education, healthcare, social services, culture, cemeteries, recreation, sports, and commerce. The application contains a total of 15 individual thematic dashboards, which allow users to compare the current state of availability of public amenities with predictions for the years 2030 and 2050. The dashboard allows users to navigate through the main results of the study in the context of the entire city as well as individual territorial units. These are the most recent published data from the study. The application is updated annually. The study is not a direct part of the Planning Analytical Materials, but serves as one of the inputs for its preparation.

Can I use the information from the PAM Portal for decision-making in the territory?
Yes, the PAM Portal is part of the PAM for the City of Prague, as stipulated in Resolution No. 1441 of the Prague City Council, adopted on July 13, 2020. Therefore, the information provided on the Portal can be used for decision-making in the territory. The goal of IPR is to ensure maximum and timely availability of the most up-to-date data, materials, and outputs. For this reason, selected sections of the PAM Portal are continuously updated, even outside the statutory four-year update cycle, as part of the ongoing PAM updates. This primarily concerns spatial and statistical data, which are updated as soon as possible after being received from providers or through internal updates, ensuring that the PAM accurately reflects the current state of the territory and its ongoing changes.

Who is behind the PAM portal?
The PAM portal was created and is operated by the Institute of Planning and Development of the City of Prague (IPR), which is also the author of the Planning Analytical Materials for the City of Prague. The content creation and maintenance of the portal are handled by the Office for City Analysis of IPR Prague. The development and management of the website are carried out by the IPR Office of Applications Development. The graphic design of the website was created by Táňa Sekerková, M.A. Other IPR offices involved in the PAM work include the Office of Spatial Data, the Office of the Prague Basemap, the Office for the Development of Urban Districts, the Office of Transport Infrastructure, the Office of Utilities Infrastructure, the Office of Green Infrastructure, the Office for Strategies and Sustainability Policies, and the Office of Urban Coordination.
